I'm extremely against drunk driving and have lost people close to me due to being hit by drunk drivers. One of the guys in my group of friends has been making a habit of drunk driving multiple times a week the last few months. We've tried to talk to him about it but he doesn't care won't listen and it's surprising that he hasn't killed anybody yet. If I call his car in when he's drunk, is there any way for him to find out during court proceedings that I was the one who did it? I'm in California if that matters.

Even if you left a name, while those calls are discoverable there is a good chance the officer may not reference the tip in the report (especially if PC isn't an issue based off the stop itself). Any defense attorney is also not going to want a 911 call from a citizen who has also seen their defendant driving like a drunk introduced in court. Also the bias of the guys who go after 911 tips of drunk drivers are usually guys who like doing DUI enforcement and have reputations as being good at them- those cases will get plead out most of the time not requiring any trial. TLDR: Make the call anonymously, give a license plate number, vehicle description, and direction of travel/address of destination.
